3. run 'ceilometer meter-list'

show metrics received by ceilometer or comprehensive message on why it failed.

This is because you are supposed to ask Gnocchi for metrics, not Ceilometer anymore. I'm pretty sure this is documented in the release note.

As Julien wrote, use gnocchi command. ManageIQ codebase can use gnocchi service since [1] was merged.
