Description of problem:
after moving to bootstrap there's javascript almost everywhere, we need to display these warnings everywhere, especially for insights

5.7 and 5.8

Steps to Reproduce:
1. disable javascript in browser

Actual results:
warning that JS should be enabled is shown only on few pages

Expected results:
warning that JS should be enabled is shown everywhere

Error message:
