In the migration instructions described here  : https://docs.openshift.com/container-platform/3.3/install_config/upgrading/automated_upgrades.html#running-the-upgrade-playbook-directly it is worth specifying (in the "Running the upgrade playbook directly") that you need to run the following command on each host before running the playbook:

# atomic-openshift-excluder unexclude
