Verified. 
Recreation: Generated labelled images report. Assigned rate to several labels and did not assign to other labels.
Generated report contains Default rate for labels which were not assigned specific rates.

Since the problem described in this bug report should be
resolved in a recent advisory, it has been closed with a
resolution of ERRATA.
