The ability to support High Availability Active-Active configurations in Cinder Volume general framework was introduced in OSP 11 to allow drivers to be active active. 

This feature is focused on adding the relevant HA support in RBD driver.

Do you think we'll need some new/missing THT to enable/configure this? 
If so I'd like to open THT RFE now, else ignore clear needinfo.

clearing the 16 flag and using this one to update the osp13 notes.

We will use the director RFE for A-A to track full support
