Description of problem:
After upgrade tzdata (http://rhn.redhat.com/errata/RHBA-2017-0472.html), command date print "-03" instead of "BRT".

tzdata-2017a-1.el7.noarch

How reproducible:
It configure timezone "America_SaoPaulo".

Steps to Reproduce:
1. rm /etc/localtime -rf
2. cp /usr/share/zoneinfo/America/Sao_Paulo /etc/localtime
3. date

Actual results:
Seg Mar 13 12:21:41 -03 2017

Expected results:
Seg Mar 13 12:21:41 BRT 2017

Additional info:
This problem occur also with other timezones, ex:
/usr/share/zoneinfo/America/Noronha
/usr/share/zoneinfo/America/Bahia
/usr/share/zoneinfo/America/Manaus

I have other server with older version of tzdata, i copied file /usr/share/zoneinfo/America/Bahia to new server with new version of tzdata and date showed "BRT", so i think that problem are in zoneinfo's files.

Hi,

The change you are seeing is a deliberate change by the upstream
project. In the past the project invented time zone abbreviations.
As of tzdata-2016b, the project has avoided inventing abbreviations
and has begun using UTC offsets as zone abbreviations.

There was a great deal of discussion about this upstream.  It was
originally considered an experimental change that would only be
applied to new time zones.  However, the upstream project has decided
to propagate the change to existing invented time zones.

We adhere to the upstream source for tzdata.   If you are unhappy with this change, I encourage you to raise the issue on the upstream tzdata email list:
https://www.iana.org/time-zones

My apologies for any inconvenience this has caused.

The change is gradually being made across most, if not all time zones.  If you review the NEWS file for tzdata, you will see that the changes have been happening by region.   In 2017a, the changes were made to South American zone abbreviations.
