Description of problem:
Cannot create volume from image if cinder v1 service deleted

Version-Release number of selected component (if applicable):
osp10 latest

How reproducible:
every time

Steps to Reproduce:
1. # openstack service delete cinder
2. logout and back in
3. attempt to create a volume from an image (snapshot)

Actual results:
menu entry is missing

Expected results:
menu entry should not be missing

this appears to be related to this bug: https://review.openstack.org/#/c/151081/27

however, i am able to reproduce on:
    python-django-horizon-10.0.2-1.el7ost.noarch
    puppet-horizon-9.5.0-1.el7ost.noarch

I believe this is handled here:

https://review.openstack.org/#/c/151081/27/openstack_dashboard/dashboards/project/images/images/tables.py

but the issue persists even with this change

I'm sorry, I didn't update the issue.

Yes, the code is merged (https://code.engineering.redhat.com/gerrit/#/c/101620/) and is in the recent osp10 builds.
