If we want to drive ceph-ansible (or Tendrl) via Mistral workflow, we need to add in Heat a new resource type meant to drive workflows during a stack creation.

A while ago a spec was submitted for Heat by Nokia to implement this same functionality. See https://review.openstack.org/#/c/267770/
