Rebase python-networking-vmware-nsx to 9.2.0 to pull in current version

python-networking-vmware-nsx package is not install after deployment. 

I had to install it manually after my setup was ready. 

Is it an OK behavior ?

Other then that : 
installed the package on the controller and ran regression tests - all tests passed .

I believe the python-networking-* packages are manual deployment or special enablement
