Description of problem:
package_upload.conf on registered host in not considered a configuration file by katello-agent rpm package.
If the yum plugin package_upload.conf is disabled (simply changing "enabled=0") into the deployment template but at the end of the installation the plugin is newly enabled.

That happened both with RHEL 6 and 7:

katello-agent-2.2.6-1.el6sat.noarch
