We don't have even non-containerized ironic-inspector support, and it's blocked by inspector HA. What about moving it to 13?

Dmitry, you are absolutely right. Ironic inspector in the Overcloud now targets OSP 13 (BZ#1367701, BZ#1288035) so this is OSP 13 too.
