Description of problem:
When creating routes, the state is stuck in Pending with "The route is not accepting traffic yet because it has not been admitted by a router." message displayed

Version-Release number of selected component (if applicable):
OpenShift Master:

Kubernetes Master:
v1.4.0+776c994

How reproducible:
Always

Steps to Reproduce:
1. Deploy any application
2. Wait for route
3. View https://console.preview.openshift.com/console/project/<project-name>/browse/routes

Actual results:
The route is not accepting traffic yet because it has not been admitted by a router.

Expected results:
Successful route creation
