Description of problem:
directory  /opt/rh/rh-nginx110/root/usr/lib64/perl5 is created during rh-nginx110 instalation, but it's not owned by any package.
Subdirectory /opt/rh/rh-nginx110/root/usr/lib64/perl5/vendor_perl is owned by 
rh-nginx110-nginx-mod-http-perl
This directory is not deleted during rh-nginx110 uninstallation.

rh-nginx110-nginx-mod-http-perl-1.10.2-6

Steps to Reproduce:
1. rpm -qf /opt/rh/rh-nginx110/root/usr/lib64/perl5

Actual results:
file /opt/rh/rh-nginx110/root/usr/lib64/perl5 is not owned by any package

Expected results:
rh-nginx110-nginx-mod-http-perl-1.10.2-6.el7.x86_64

Additional info:
