Fedora was not affected by CVE-2017-6851 because of inclusion of CVE-2008-3520 fix, and what was left of it after rebase to 1.900.13.
Moving CVE-2016-10251 to different bug to avoid having this for issues, some of which are fixed upstream, some of which are not.
Adding more CVEs not yet fixed upstream, moved from bug 1396986 and bug 1406408.

Any thought on https://github.com/mdadams/jasper/pull/159 as a fix for CVE-2017-13748?
Based on upstream status, all reported CVEs are fixed by current Jasper version 2.0.24.
