Steps to Reproduce:
1. Install Newton under and over clouds
2. Down scale overcloud compute node
3. Upgrade undercloud to Ocata
4. Up scale overcloud (add compute node)

Hi Raviv,

I wasn't able to reproduce it, I tried several times, with a different number of compute to scale.
Can you tell me more about the failure? logs, debug infos ?

After some more testing adn debugging I found the root cause for the problem is the dead Neutron agent problem.
Bug is closed a duplication of ZB #1425507
