This is probably the same as https://bugzilla.redhat.com/show_bug.cgi?id=1419771

Can you look in the router log for the PANIC message to confirm?

There is a Origin PR https://github.com/openshift/origin/pull/13494 that will fix this and it will be back-ported to 3.5 and 3.4.

What is the last modification time of /var/lib/haproxy/router/routes.json and /var/lib/haproxy/conf/haproxy.conf (and what is the current time when they ran
 the ls).  Please run:
 > oc rsh router-...
 > date
 > ls -l /var/lib/haproxy/router/routes.json /var/lib/haproxy/conf/haproxy.conf

And get me the output please.
