Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
When running a tripleo deployment without neutron-openvswitch-agent enabled, if openvswitch is ever restarted, it triggers neutron-openvswitch-agent to start.

Steps to Reproduce:
1. Disable neutron-openvswitch-agent from compute and control profiles in tripleO:
resource_registry:
  OS::TripleO::Services::NeutronOvsAgent: OS::Heat::None
  OS::TripleO::Services::ComputeNeutronOvsAgent: OS::Heat::None
2. Deploy.
3. Login to a compute node
4. systemctl restart openvswitch


Actual results:
 neutron-openvswitch-agent will also start

Expected results:
 neutron-openvswitch-agent should not start

This is a bug in systemd fixed in upstream. Switching component.

Note that this systemd issue has been affecting OpenStack since the OSP 5 release where we started using systemd on RHEL 7. This is not a regression in OSP 11.
