Found the following in system log. It looks like setroubleshoot wanted to check selinux-policy in rpm database in /var/lib/rpm but got denied. This is during boot time. I would say it is a duplicate of BZ1461313. It is hard to say because target context is truncated in previous comment. "tcontext=unconfined_u:ob" Workaround is to restore SELinux context after rebuilding rpm db. https://bugzilla.redhat.com/show_bug.cgi?id=1461313#c1
