Description of problem:
dyninst 9.3.1 uses a different method to search for libdyninstAPI_RT, in particular it no longer checks DYNINSTAPI_RT_LIB.

How reproducible:
The problem is hidden by the fact that dyninstAPI/src/linux.C::BinaryEdit::getResolvedLibraryPath checks /sbin/ldconfig -p if the environment variable fails

Steps to Reproduce:
dyninst checks ldconfig -p as a last resort so this problem only occurs, rarely, if ld.so.cache does not contain the dyninst libraries or if it is desired to point stapdyn at another dyninst.  
1. rebuild ld.so.cache without /etc/ld.so.conf.d/dyninst-x86_64.conf
2. stap --dyninst ...
