Description of problem:

System supports two languages (French, and English) with two different keyboard mappings.  Gnome shows fr for French, En gor English US)

Versions of Fedora prior to 26 allow me to limit the logon session to French only (logon screen does not offer a choice of keyboard layout)

With F26, I cannot default the keyboard setting to Fr for the session and I am unable to setup the  logon screen to use FR exclusively

How reproducible:

Boot system and try  to setup two keyboard layouts (En and Fr) and for the logon screen, setup Fr.

Additional info:

In Quebec Canada, French is priority language. The physical keyboard layout is PC105, while American Keyboard is PC104 physical difference. 

This may be a blocker bug.

Just compare setting abilities to Fedora 25 or Fedora 24.

If I do the Fedora 26 installation with only the French layout and then as a user, after reboot, add the US layout, it appears to give priority to the French layout at login time. which is what I need.

Please revert to the way Fedora 25 handles this.

At logon time the user is not given the choice of layout. It is the one specified by the [login] setting.  The [login] setting is omitted from F26 version(s) of alpha and nightly builds.

Are you sure this isn't just because you only have one user, and that user has admin rights?

In that situation, the 'Login Screen' button on the 'Region & Language' panel (and others) is not shown, and all settings are automatically applied to both the user session and the login screen (on the assumption that if this is a single-user system, that's probably what you want). This is an intentional behaviour and not a change in F26 (F25 behaves the same way).

If you have more than one user, or you have only one user but they do not have admin rights, the 'Login Screen' button is shown.

Fedora 25 Gnome with keyboard layout allows one to specify which of the multiple layouts are presented at login time. 

At login time, it is defaulted to what is setup via Region and Language
(F25 top right has [Logon ] setup

This setup of login screen keyboard setup is not present for F26. I have FR, CA, and APL as three keyboard layouts, and at Login I always want FR to be the default.  If this is possible to always force FR with F26, then we can close the issue with "It works for me".   BUT ON REBOOT' the login prompt comes up with the last used language chosen.

Uh, but you didn't actually answer my question. My point is that this *changes* depending on how you have your system set up - specifically, how many user accounts you have and, if only one, whether that user is an admin or not. Until you clearly explain what your user account situation is, we cannot tell whether this is a bug.

I have 3 user accounts.  main user is using English with French keyboard layout, (admin), 2nd and third accounts are English. But all work with French logon prompt) and switch to Canada English for their needs. The Quebec/Canada keyboard has both CA and FR symbols printed on the keytops.

I was testing the pre-betas, and now will add a standard user and report back.

Please close this report.  When a second user is added, the info for the logon prompt is presented. 

I need to check if the documentation covers this situation.
