How reproducible:


Steps to Reproduce:
1. Grid View - Select a service - the toolbar with Retire etc option gets enabled.
2. De-select service(Uncheck checkbox) . Buttons are still activated .
3. Click on Retire service  or Remove service - Error message is shown.
