Description of problem:
External provider tab is missing, because system tree doesn't exist on latest master.

The system tree is missing on latest master and we can't reach the external providers tab any more from the webadmin portal.

Until this is fixed, you can get to providers by changing the hashtag in the URL to #providers-general
