Description of problem: RFE Nova should allow less queues than vcpu count

Currently, NFV guest queue count is equal to number of vcpus. This RFE is for Nova to allow less queue count.

This is a known issue, as yet nobody has been able to come up with a mechanism via which would Nova would magic up the right number of queues at launch time for each guest.

Closing duplicate of Bug # 1418544, which itself could probably have been closed a duplicate of Bug # 1371964 if it was still open.
