Description of problem:

After #852 changes, the retirement buttons do not work for services and orchestration stacks list selection.

Steps to Reproduce:
1. Select services or stacks from thelist view
2.Press Retire or Set Retirement Date 
3.

Actual results:
The Retire form does not open

VERIFIED. I was able to select an Orchestration Stack via the list
view and set the retirement date.
