How reproducible:


Steps to Reproduce:
1. Create a role with no permission to see service catalogs (screenshot1)
2. Login with the User : 
   a) catalog does not show - fine .But it says "error loading catalogs" It    should say " Not enough permissions"

b) Orders are not shows "error loading orders"
c) requests are also not shown .

Actual results:


Expected results:Should be able to see Requests and Orders.
