The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Having a conf file in /etc/virt-who.d as well as specifying one via the --config results in no json being sent to server.

To reproduce put a conf in /etc/virt-who.d/devel.conf as well as copying it locally and then referencing it as --config (either in place there or copying it locally). Note that no results will be sent to server.

Now remove the conf in /etc/virt-who.d and run again w/ --config. Note that json is sent to server.

The fix for this will be to ensure in the above case, virt-who still sends 
reports.

The historical behaviour is to start multiple processes (one for each config) despite the fact that these configs are identical. I believe this should be fixed but as it is historical, it should be an RFE.
