Description of problem:
The new admin console button in the service UI     

Version-Release number of selected component (if applicable):
5.8.0.9-alpha2.20170404195944_1d7ece4

How reproducible:
101%

Steps to Reproduce:
1.Open the Self-Service UI.
2.Click on the help icon.
3.Without clicking on the help icon again, click on the new administrative UI icon.

Actual results:
The window will open but is obstructed by the previously opened help window.

Expected results:
The help window should close when the new admin console window opens.

Additional info:
Upon clicking the administrative icon again, both windows close. The inverse is not true, if you click on the admin icon first, and then click the help icon, the admin window closes and the help window opens. The administrative console window also opens behind the Administrator window if that window is opened first.

Using firefox, chrome, vivaldi, unable to reproduce this issue on current master, once  help is open, selecting admin closes help, opens admin and vice versa.

Unable to reproduce, reporter, could you provide ss of the offensive actions, provide your browser type?  

Thinking this isn't an issue (latest master moving forward).

If it's fixed on master that's great, but it's still an issue in the version specified, which will impact the 4.5 release. So the fix should be cherry picked from master into the 5.8 branch so it doesn't impact this release.
