Description of problem:
When you click the access button on the VM details page with a VMware provider, VM Console is listed twice.  One is greyed out.  This does not happen with RHV provider.

How reproducible:
Very.

Steps to Reproduce:
1.  Click on a VM that resides on a VMware provider.
2.  Click the Access button.
3.  VM Console listed twice.

Actual results:
VM Console listed twice.

Expected results:
VM Console listed once.
