Description of problem:

Mitaka 2.3.1 was released upstream: https://releases.openstack.org/mitaka/index.html#mitaka-python-openstackclient and contains bug fixes related to TLS and non-ASCII resources names that are relevant to other BZ.

This bugzilla has been removed from the release and needs to be reviewed and Triaged for another Target Release.
