Description of problem:
When trying to deploy a service from SSUI, the catalog menu only shows the dashboard. It looks similar to https://bugzilla.redhat.com/show_bug.cgi?id=1439177, but the problem is not solved by a refresh. The refresh only enables some menus, but not "Catalogs" and "Reports".

The catalog item is available for the user when logged in Ops UI and can be ordered. So, there is no RBAC limit.

How reproducible: always


Steps to Reproduce:
1. Create a service catalog in the Ops UI
2. Add the tags to the catalog item and the user group
3. Connect as a self service user to SSUI
4. Click on menu items: nothing happens
5. Reload the page (F5 or Ctrl-R)
6. Click on menu items: works but not for "Catalogs" and "Reports"

Actual results:
The menu is not consistently working (requires a refresh) and some items are completely unresponsive.

Expected results:
Menu works flawlessly.

Additional info:
I have attached a screencast of the problem. The appliance is available at 10.32.98.156.

Latest master, unable to reproduce this issue, checked on https://10.8.198.64/ui/service/, after refresh all menu items work flawlessly.

@chrisk thinking this is fixed, but maybe we leave it open till next cut to confirm?

I am not sure you should close it so fast. I connected to your instance as admin and it works. So I tested to connect to my instance as admin and it also works after a refresh (which in itself is not acceptable as a user). So it lets me think that it can be linked to RBAC. That is also why my video shows the Ops UI.

Thus, I reopen this ticket.

Allen - I can confirm that I was able to replicate the bug using Safari and Chrome on the Mac.

checked out machine, able to duplicate, gooooooooooood catch and spot on with da hunch Fabien, lookin like an rbac woopsie, working this presently
