Description of problem:
libguestfs is provided by platform on x86_64 but is missing on ppc64le.
This is for adding it within 4.1 channel on ppc64le only.

Verified with package:
libguestfs-1.32.7-3.el7_3.2.ppc64le.rpm
libguestfs-debuginfo-1.32.7-3.el7_3.2.ppc64le.rpm

Setps:
As shown in tps-make-list job in " RHBA-2017:28179-01 libguestfs bug fix update" ,the upper 2 packages are listed in Channels:
 rhel-7-server-rhv-4-mgmt-agent-for-power-le-rpms
 rhel-7-server-rhv-4-mgmt-agent-for-power-le-debug-rpms

So verified.
