Description of problem: On ordered service summary page, hover text is missing for "Lifecycle", "Policy" and "Configuration" button. See attached screenshot.

Steps to Reproduce:
1. Login to SSUI
2. Navigate to Services
3. Go to the summary page of any service.

Actual results: Hover Text is missing for "Lifecycle", "Policy" and "Configuration" button


Expected results: Hover text should be present for this buttons.
