Tested on revision: 5.8.0.13-rc2.20170502165848_0f98658 

The UI of JDBC Driver creation is changed, it now fills the default values.
But still the shown message is: "JDBC Driver "name" has been installed on this server."

Please change the message to:
"JDBC Driver "name" was submitted for installation"

Yes, it is working as expected on latest MiQ and on CFME 5.9.x
