That failing, please send an e-mail to the RH Jira admins at rh-issues@redhat.com to troubleshoot your issue as a user management inquiry. The email creates a ServiceNow ticket with Red Hat. Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.
Description of problem:
Newly introduced with RFE Bug 1435013 - "[RFE] Randomize and/or Distribute the execution of rhsmcertd over a large Satellite 6 Deployment" is a configuration in /etc/rhsm/rhsm.conf for [rhsmcertd] maxSplayMinutes.
Please add a new description for maxSplayMinutes in the rhsm.conf man page.

-m, --max-splay-minutes=MINUTES
Sets the maximum time to offset the checks done by this
tool. This value is in minutes. The default value is
10. It may be useful in large deployments to increase
this value to reduce peak load on the entitlement
server these systems are registered to. Setting this
value to 0 effectively turns off this feature. This
interval is in effect until the daemon restarts, and
then the values in the /etc/rhsm/rhsm.conf file are
used (unless the argument is passed again).
