rhv-dependencies ships apache-sshd 0.12.0 0.14.0 is already available in Fedora (https://koji.fedoraproject.org/koji/buildinfo?buildID=840531) We should build apache-sshd instead of shipping it within rhv-dependencies.

Blocked on missing build dependency mvn(org.apache.tomcat:tomcat-jni)
(In reply to Sandro Bonazzola from comment #4) > Blocked on missing build dependency mvn(org.apache.tomcat:tomcat-jni) this artifact is available in tomcat-lib 8.0.X. You should upgrade also Tomcat packages for this branch
In upstream bug https://bugzilla.redhat.com/show_bug.cgi?id=1441528#c3 it has been asked to keep apache-sshd in binary form within rhv-dependencies so closing this as won't fix.
