Description of problem:
Trying to move to the filter tab causes a javascript error if the images dropdown has to fill up with too many values

How reproducible:
Steps to Reproduce:
1. try to create a chargeback based on container images with 40K+ images in the DB
2.

Actual results:
the editor errors out

Expected results:
the user should be able to add a report
