Description of problem:

Relevant EUS channels are not listed, when we have RHEL-7 as a base channel

How reproducible:


Steps to Reproduce:

1. Ensure rhel7.2 EUS and rhel 7.3 EUS channels are synced.
2. Register a rhel7 system to the satellite. 
3. Try to change base channel of the system. 

Actual results:

Only EUS 7.3 channel is shown in the list of relevant base channels.

Expected results:

There should be 7.1, 7.2 and 7.3 EUS channels in the relevant list.

This is a wrong expectation.

Being registered to RHEL7 base channel, only the latest from the available EUS channels is offered/listed.
Only after being subscribed to an EUS channel, all EUS channels are listed.
