Description of problem:
This issue seems identical to #1422500 (for EL7). After installation of fail2ban on Fedora 25 the service won't start because /var/run/fail2ban/ does not exists. After reboot the service started without a problem. Would it be possible to port the fix for EL7 back to Fedora 25?

fail2ban-client[14486]: ERROR  There is no directory /var/run/fail2ban to contain the socket file /var/run/fail2ban/fail2ban.sock.

fail2ban-0.9.6-2.fc25.noarch

How reproducible:
After installation.

Steps to Reproduce:
1. dns install fail2ban
2. systemctl start fail2ban

Actual results:
fail2ban-client[14486]: ERROR  There is no directory /var/run/fail2ban to contain the socket file /var/run/fail2ban/fail2ban.sock.
