Was reported upstream here: https://github.com/rkt/rkt/issues/3741 In Debian it works by booting with the boot option systemd.legacy_systemd_cgroup_controller
This bug appears to have been reported against 'rawhide' during the Fedora 27 development cycle. Changing version to '27'.
This as been solved upstream in: https://github.com/rkt/rkt/pull/3784 Should be available in next rkt version.

rkt is outdated on fedora, upstream is now at version 1.29.0. Should be solved when #1450926 is solved.
