Add a new page /cloud_object_store_container/new where user can create new CloudObjectStoreContainer

This is a BZ to accompany the PR below which has been identified by PM (Brad Ascar) as a blocker.

I removed the blocker flag because S3 support will be disabled in 5.8 (See https://github.com/ManageIQ/manageiq-providers-amazon/pull/213), therefore this BZ is no longer a blocker

Please assess the impact of this issue and update the severity accordingly.  Please refer to https://bugzilla.redhat.com/page.cgi?id=fields.html#bug_severity for a reminder on each severity's definition.

If it's something like a tracker bug where it doesn't matter, please set it to Low/Low.

As per Comment 3, removing cfme-5.8.z flag and changing to Target Release = 5.9.0.

Verified in 5.9.0.12. I am able to create S3 container(bucket) in CFME.
