Description of problem:
when upgrading from rhvh-4.0-0.20170201 to latest version changes in /etc are not reflected

How reproducible:
always

Steps to Reproduce:
1.install Hypervisor Image for RHV 4.0.5
2. add lines to /etc/yum.conf and /etc/rhsm.rhcm.conf
2. upgrade to redhat-virtualization-host-image-update-4.0-20170201.0.el7_3.noarch
3. check /etc/yum.conf and /etc/rhsm.rhcm.conf - lines are missing

Actual results:
changes in files are not present

Expected results:
changes in files are present

Additional info:
problem is not reproducible when i download Hypervisor Image for RHV 4.0.6 and upgrade to Hypervisor Image for RHV 4.0.7 via manager

This is resolved in RHV 4.1
