Template descriptions are no longer showing up in the web console. This was caused by https://github.com/openshift/origin-web-console/pull/1147 The web console `description` filter should also look for `metadata.annotations.description`.

This has been merged into ocp and is in OCP v3.5.5.9 or newer.
The fix for 3.6 is included in https://github.com/openshift/origin-web-console/pull/1469
Verified on OCP v3.5.5.9 Description displays well in project list page.
