Description of problem:
If Event list in Notifications become too long, "Mark All Read" and "Clear All" links are hidden.

How reproducible:
Always

Steps to Reproduce:
1. Make Event list full in Notifications.

Actual results:
"Mark All Read" and "Clear All" links are hidden.

Expected results:
"Mark All Read" and "Clear All" links should be always visible.

Fixed and verified in 5.9.0.2.20171010190026_0413a06. "Mark All Read" and "Clear All" links are visible.
