Description of problem:
Currently haproxy.pp of puppet-tripleo doesn't support balancing traffic across Contrail endpoints

Version-Release number of selected component (if applicable):
OSPd10

How reproducible:
Deploy OSP10 through Director with Contrail enabled

Steps to Reproduce:
1. NA

Actual results:
traffic to Contrail APIs and WebUI is not load balanced

Expected results:
After successful stack deployment traffic to Contrail APIs and WebUI can be balanced
