Description of problem:
In 5.7.1, You can create an Orchestration template of type vApp, but in 5.8.0 the option does not exist.  Blocking implementation of https://bugzilla.redhat.com/show_bug.cgi?id=1389156

1.  Nav to Service\Catalog\Orchestration Template
2.  Add new template
3.  Attempt to select type vApp Template
