Description of problem:
USer cannot select its own currency except the limited list provided in CF.

Expected results:
User should be able to choose their own currency. 

Perhaps pull the list from http://www.xe.com/iso4217.php ?

Verified in CFME 5.11.0.11

Steps of verification:
1) navigate to "Cloud Intel -> Chargeback"
2) Click "Rates -> Compute" in the accordion and create a new compute rate
3) Verified that the new currencies are available in the dropdown.
