Description of problem:
Ansible - Repo - Property Page - No Page Refresh button 

Version-Release number of selected component (if applicable):
5.8.0.13

How reproducible:


Steps to Reproduce:
1. Navigate to a repo
2. Open the repo to see the properties of the repo
3. 

Actual results:
It works, but no way to refresh the page without refreshing the browser.

Expected results:
The page refresh button should be present.

Verified in 5.9.0.1.20171004215954_13427ce. Repositories page has reload button in the toolbar.
