Description of problem: No paginator controls on miq_request/show_list if opened from Services/Requests.

Steps to Reproduce:
1.Open Services/Requests from menu

Actual results: No Paginator controls


Expected results:Paginator should be there


Additional info:if we open miq_request/show_list not from our menu, paginator menu will be there. 
Options to open Request list WITH paginator
1)open http://<appliance_ip>/miq_request/show_list - and after login you will be redirected to Request list with paginator(if you are already logged in this won't work)
2)Provision a VM - after Submitting request 
3)Open Compute/Infra/Requests - even if this is not the correct Request list but this one does have Paginator
