Description of problem:
Initscript-7.93.2
/usr/share/doc/initscripts-7.93.2/sysconfig.txt doesn't
explain about NOZEROCONF.

initscpript-7.93.2 in FC3.

Steps to Reproduce:
Document doesn't explain what is NOZEROCONF.
See /usr/share/doc/initscript-7.93.2/sysconfig.txt
   
Additional info:

initscripts in RHAS3 doesn't explain NOZEROCONF,too.
I suspect all version of initscript affected this matter.
