Description of problem:

Please change the default font from LKLUG to Noto for the Sinhala script.

The LKLUG font is viewed as deprecated and we've been trying to
encourage other fonts that can succeed as the default Sinhala font on
GNU/Linux.

At this stage the Noto Sinhala range, in fonts-noto-hinted, is a more
appropriate default font than LKLUG.

Sure, looks good stage ahead.

Only issue with Google noto fonts is source file not available, though one can say - TTF files can also serve same purpose. But output generated from TTF file does not match with original one. 

Getting source files will be useful in long term.

I updated the %notopkg macro in google-noto-fonts so that it is not possible
to override the default 66 fontconfig priority for specific fonts.

This bug appears to have been reported against 'rawhide' during the Fedora 28 development cycle.
Changing version to '28'.
